After changing the U4 (putting the SG6841) and changing the TL431 I got a voltage of more or less 14v on pin 3 of the U4 (SG6841) but this voltage keeps fluctuating, that is, it arrives at 14v and after 2 sec it drops and goes back to the 14v staying in this loop.
with the SG6841:
- the resistor connected to pin 4 is 24K
- the resistor connected in series with a diode to pin 7 is 10R
- the resistor connected to pin 6 is 470R

One of the components that I had replaced that I am now in doubt as to whether I put the right or the wrong one would be the TL431 smd position Q8. What was before was a smd equal to the figure (download).
What I put now has a code 43A smd. My doubt would be if the 43A I put is a TL431 or not. If the 43A is not a TL431, how do I connect a TO92 TL431?

I put the regulator Q8 (TL431 TO-92) in place of the smd and another thing I noticed is that the diode connected in series with a resistance of 10R was diode 1N5399 in pin 7 do SG6841 , I found it strange because it is not a fast diode, so I changed and put a fast diode in place. Turning on the power supply provided the correct and stable voltages. At the source output, there would have to be a voltage of around 14v to charge the battery. This tension arose normally. Only to see if the voltage above the B + capacitor connected to the rectifier bridge is correct, it is showing around 190v (I am connecting the source to a 110VAC network).

Which components or part of the circuit stabilizes the voltages allowing it to work in both 110 and 220v?

Turning on 220v will not have a waveform 2x bigger in the drain of the mosfet than if it was turned on 110v consequently a higher voltage at the output?
