When there is a picture and sound the voltage on the LED bars is around 70v more or less and when you turn off the LEDs without a picture and sound this voltage drops to more or less 50v. Some say it is a problem in the processor that would have to do reflow but it can be in the LED bars. I already believe it is reflow.

Too little information to analyze the malfunction.
Check all the supply voltages on the main board, then check the supply voltage and signal lines of the T-CON board, then check the backlight inverter turn-on signals.
If there is a backlight but no image, the main board or T-CON board may be faulty; if there is no backlight or image, the main board or T-CON may be faulty.
