Your laptop is assembled at the base compal_la-5251p.
Check if the voltage +3VLP, +3VLP, +3VALWP, +5VALWP.
Are the signals generated VCC1_PWRGD, ADP_EN?
Replace PQ101, PQ102. Check if there is a short circuit on the line P4, B+, BATT, KBC_PWR_ON.

I decided to test the power supply of the notebook that came with the device. I measured the voltage coming from the DC plug and I noticed that there is no voltage at the center pin. This plug has the negative terminal (GND) an internal terminal (19V) and a central pin (ID) only in this central terminal of the plug no voltage comes out.

When I opened the source I noticed that there is only 2 wires being 1 the GNG (Earth) and the other that is the B + (19V)

When I used another HP source (measured voltages in the plug and the center pin appears more or less 19V) when turning on the notebook the same worked and raised image

The original power supply HP contains three pins:
1)VDD (+19V)
2)AD_ID
3)GND

The central pin AD_IN is connected to the VDD through a resistor that determines the power supply's power.
