I ended up discovering what is preventing the card from turning on normally, it is a small card where the front panel leds go and two flexible cables connected to the motherboard as the photo attached.

if the card is screwed in place and the two flexible cables connected to that card the netbook will not work. If you take the plate out of place leaving it loose with the two flets in place, the plate connects.
